Confused In The Battery

As I was walking through Battery Park in NYC on September 11th last year, I spotted a couple pieces of sculpture I wanted to share. The one above is obviously a picture of a monkey sweet talking a cat, but I have no idea about the one below. You're guess is as good as mine. And please remember, this was a public park.
